This goes for Kematu leaving Skyrim without Saadia as well. He also does not have his entire group of soldiers, yet you will not find them anywhere in Skyrim after the mission. Neither of these points reflect anything other than developer oversights. Even in world, if Kematu killed Saadia, he would not need you to sneak her out.

He doesn’t live in Skyrim, but he’s here on a mission to capture a Redguard woman named Iman House Suda in Hammerfell (She uses the alias Saadia in Whiterun), who is a fugitive that is hiding in Skyrim – as described by Kematu.You have to turn her in, get the rewards from Kematu, kill Kematu, wait until Saadia gets un-paralyzed, use Calm on her, get her rewards, and then kill her. Then you get 1200 rewards, Kematu's swaggy-ass attire, a few random jewels off of Saadia's corpse, and no loose ends! It's perfect, really.Option 1 – Choose Saadia’s Side: Kill Kematu, and Saadia will reward you with 500 gold. Option 2 – Choose Kematu’s Side: Lure Saadia to Whiterun Stables, where Kematu will capture her and reward you with 500 gold.
